  2. Add 1 cup of cold water to the red Jello mixture and stir.
  3. Pour the red Jello into clear plastic cups and refrigerate until set.
  4. Repeat the process with blue Jello, allowing it to set on top of the red layer.
  5. Once both layers are set, top with whipped cream for a festive finish.
