Instructions

- While the cupcakes cool, prepare the meringue frosting by beating the egg whites and cream of tartar until soft peaks form.
- Gradually add the powdered sugar and continue to beat until stiff peaks form.
- Pipe the meringue onto the cooled cupcakes to create ghost shapes.
- Use chocolate chips to create eyes on the meringue ghosts.
