Instructions
- Rinse and soak the black-eyed peas overnight.

- Add onion, garlic, and bell pepper; sauté until softened.
- Add soaked black-eyed peas, water, smoked paprika, cayenne pepper, and bay leaf.
- Bring to a boil, then reduce heat and simmer for about 45 minutes or until peas are tender.
- Stir in diced tomatoes and cooked rice; cook for an additional 5 minutes.
- Season with salt and pepper to taste before serving.
